repair that can be performed by units having field maintenance responsibility is
limited only by the tools and test equipment available and by the skill of the
repairman.

42. Preliminary Procedures
Before attempting repair of the equipment at the field maintenance
level, carefully follow the procedures outlined in paragraphs 22 and
32. If the equipment still fails to perform satisfactorily, refer to the
trouble-shooting chart (par. 43) to correct the difficulty.
